Description
Central Avenue Apartments is 70 unit multi family affordable housing project. The project will consist of six 2-story building with parking on grade. There will also be a recreation center, contained within this building. Construction will be Type V, wood-frame construction, with color cast clay tile roofs, stucco exterior and wood trim. The design will be a classic California contemporary style. Patios/balconies will be provided for all units.
All units will be restricted to residents earning between 30-60% of the Area Median Income as published by HUD. The proposed rents include a utility allowance. Central Ave Apartments will consist 70 covered and 30 uncovered parking spaces will be provided, for a total of 100 spaces. Handicapped and visitor parking will be placed throughout the parking areas.
The recreation center will offer educational programs and provide a variety of services for the residents of Central Avenue Apartments. The Center will be professionally decorated and will feature comfortable lounge seating equipped with a television and DVD player. In addition, the Center will include a manager’s office and computer center where the residents can access full time computer use, Internet services, and computer training classes, free of charge. The manager’s office will offer a place for consultation and interviews. Outdoor recreational amenities will include a playground, and picnic/BBQ area. The building construction will utilize energy-efficient materials.
The developer will be applying for low income housing tax credits from the California Tax Credit Allocation Committee. Estimated project costs: $20M |

LAG services include:
The Landacq Group staff was contracted by McFarlane Housing Costa Partners (Formerly Simpson Housing Solutions, LLC) as the project manager, functioning as the liaison to the architects, engineers, city staff, and property owners. The site is located within the City of Pittsburg Redevelopment Project Area and Federal Enterprise Designated Area. Tasks included coordinating title and escrow, negotiating acquisition agreements and monitoring of agreements including deposits schedules and contract milestones. Negotiation and monitoring of numerous consulting contracts including architects, engineers (civil, environmental, traffic), surveyors, landscape architect, and market analysts. Preparing and maintaining project schedules and timelines, pre-development and development budgets, proformas, processing invoices and change orders, funding applications, and coordinating all entitlements, and environmental and soils testing. Other responsibilities included obtaining gap financing and pre-development commitments through tax-increment and HOME Fund reimbursement.
